This is the 2007 version, but I believe it lacks some files to properly install it. However, according to Microsoft, the software is now discontinued. Here is what it says on the official page:
Microsoft AutoRoute was discontinued on December 31, 2014.
I believe there are far better applications that can be used instead of AutoRoute. For example, Google Earth or OpenStreetMap are good candidates.
Would like to download the application and browse routes while touring without the need to have access to Internet due to cost.

No, Autoroute doesn't require Internet connection to work. Its database is pretty big in size, and it contains major elements required to browse the globe. However, the software can be tested as a trial via the official website, but Microsoft insists on using the Bing Maps app that can be downloaded to your phone.
